I once read a quote from the designer (Brad Wardell?) justifying the boring attrition-based combat by saying he wanted to make sure the most powerful civilization won due to economic strength.
As a peacable empire with no wars to act as people-grinders, I routinely dealt with overpopulation by stuffing 500 million colonists into a transport and then scrapping it.
