It is up to the players to challenge each other's plays, but you are penalized for challenging a legit word. There are entire online sections devoted to faking out your opponent with legit sounding but fake words, and fake sounding but legit words. It is all amazingly gay and why you should avoid tournament Scrabble at all cost.
