[/quote]I think it was obvious I was using an analogy; in drug conspiracies the leaders do not leave themselves vulnerable to being caught with the merch; in the case of a criminal gang or terrorist organization they can simply use a low-level person or even recruit an innocent bystander who's just a mule and doesn't even know he's carrying contraband like weapons, explosives, drugs or anything else which is frowned upon by the authorities. In the movie <i>The Day of the Jackal</i> (the one from 1971), a French resistance group called the OAS wants to assassinate French President DeGaulle, and they've hired a professional assassin who wants US$500,000 to do the job because it's a once in a lifetime deal and doing it would make him have to retire because he'd be in too much danger of being caught if he continued as an assassin after the job. The French Police and anti-terrorism squads are so thorough and the OAS is so riddled with informants that the job has to be done in complete secrecy and their organization must not know they've hired an assassin or any details about him. They agree, but one of the leaders of the OAS asks him how they're supposed to raise $500,000 (in 1963). The assassin gives them a really good answer. "Use your network to rob some banks." So they do, and when any OAS member is caught during a robbery, all they can say is they were ordered to do it; they have no idea <i>why</i> they were ordered to do it, and as a result, the French authorities have no idea why the OAS is robbing banks.[/quote]
