A lawyer cannot create law ex nihilo where it does not already exist - no Judge Dredding - they are bound to the framework of law within their present jurisdiction, like a Zerg in its creep. This makes the Lawyers abilities chameleon-like in scope. More general abilities could be under the auspices of Common Law, with other abilities revealed depending on the location and/or situation. Maybe one of their higher powered abilities allow them to change jurisdiction temporarily, like a Moogle dance? They're definitely a buff/debuff/control class in my head.
