"Creepiness" is when a man makes a friendly gesture toward a woman he don't feel right about.
Maybe he doesn't think he deserves to be friendly to this woman, maybe he thinks by being friendly to this woman he's getting away with something, maybe he's repeating a line someone told him to say and he can't believe the words coming out of his mouth. The woman picks up on the two incompatible signals and gets "creeped out."
This is why some men can be incredibly forward with women from the start, but other men creep women out just trying to make eye contact. If you're worried about looking like a creep when you approach a woman, you will definitely look like a creep. The way you think about women is the culprit.
