These are game cartridges, which is a plastic shell around some electronic components consisting of maybe a circuit board and some metal. It's not toxic waste like barrels of liquid that must be disposed of properly, my guess is back then you could probably throw them in the trash like any other solid waste such as plastic bags or packaging. You didn't have to 'properly dispose' of solid waste such as plastics like you would now, and even at that now, you just segregate plastics from garbage.
The only time you'd have to dispose of waste in a landfill "as opposed to disposing of it properly" was if you had some sort of toxic liquid in drums, not solid waste consisting mostly of plastic cases. ATARI wanted the cartridges to disappear, not just be dumped in the trash where others could find them.
