Darcos 07/12/2018, 5:54pm PDT Looking further, I discovered FCC OTARD Regulations ("OTARD" meaning "Over-the-air reception device") located at https://transition.fcc.gov/cgb/consumerfacts/consumerdish.pdf seem to indicate localities - and one's landlord - apparently do not have jurisdiction to say where someone puts a receiving antenna for television including 1 meter or smaller satellite dishes except where prevention of damage, safety, or historic preservation are involved.
