In Sanctus Reach I have twice as many units, and when it's time for a squad to shoot their bolters, they shoot. Grenades, flamers, and other artillery attacks hit multiple squares. Melee attacks hardcounter ranged units and cause massive morale damage.
In Battlesector when it's time for one of my very few bolter squads to fire, they must first position themselves exactly 4 squares from the target because space marines are nearsighted, then they have to activate their spacial tactical aiming ability, and if you actually want them to be able to kill weakling termagants in one hit you need your lieutenant unit to use his special encouragement power on them. Grenades, flamers, and artillery hit one measly square. Melee attacks are nothing special and even get counterpunched by ranged specialists if you don't attack from behind.
