You're very wrong about that. I'm into the new rule -- especially as it was the same as the old rule basically, but I want to point out that you can't sue a host/webmaster because you saw nudity on their website, regardless of the "surprise" nature. There are roughly 4 million websites with nudity on the index page, and a zillion billion individual pages that could be considered "maybe illegal" under your grasp of obscenity (?) laws.
