There are Winamp plugins for nearly all the mainstream consoles of yesteryear now, including one that claims to be able to play Dreamcast music right off of the original discs. (That list of plugins is way out of date, by the way. You'd be better off going to the individual music file archives and checking the "download players" links.)

And it turns out that it is possible to convert PSF files to MP3! Or at least the Japanofaggy Squaresoft ones. My one complaint about the emerging console sound emulation scene is that it's very Final Fantasy-centric.
