Right now, Steamworks is a platform framework that's built for scale. It is appropriate for use in broad release commercial games, but we don't think it and our support infrastructure is ready for Mods or games likely to have a very small install base or just starting out with growing their user base. It's a bit of a judgment call on our part that we have to make but past history can give you some examples of Mods and games that have reached an audience size that we think can best leverage the Steamworks features (e.g. Day of Defeat, Counter-Strike, Garry's Mod).
I don't care if Valve thinks my stuff is too irrelevant to bother with, but 1) it would have been nice to see this clarified by the 800 sites that carried the original article and 2) since I am not making a mod, I didn't bother to click on their disclaimer for mods. Apparently they'd like you to justify your company's existence in a mail before you get started, not that you'll get so much as a form rejection letter if you fail.
(I also like the bit about how their stuff is built "for scale." Rather than say, "Some of your games are too stupid for us to bother with," they put in some anti-intellectual stuff about a platform that offers better performance when thousands of people are involved instead of dozens. It's too bad they didn't have it ready for the BioShock release!)
