You know what, that has ALWAYS bugged me about pop music. This is why Daryl Hall is the greatest vocalist in the entire history of civilization. I honestly believe he would killed someone if he was asked to routinely sing 30 seconds of a song, stop and then never repeat himself.

If it's the first you can do it with a delay pedal, or if you want to get really fancy you can use something like a Lexicon MPX-style box that has "doubling" algorithms which add a random pitch shift to the delay.
I may still be interested in a delay pedal, so I'll check eBay. My "chorus" pedal died after a 10 year layoff and while I have a newly-found talent for fixing ancient electronics thanks to the arcade games, the joy I would get in fixing the chorus pedal would not be equal to the joy I would get bidding on a new one from eBay and possibly playing "Hide and Seek With My Shit" with UPS for three days.
