I believe the reasoning was that whether or not it convinces people in the region, who no doubt will simply attach it to the Zionist conspiracy of the day no matter what, there is absolutely no reason, especially given the precedent set by Al Jazeera for gory footage, NOT to show the photographs. If anything, the smart bet would have been to take some Al-J reporters in with the attack and give them live footage for it to have at least a shred of credibility. Then again, that probably would have been worse.

Why is this tone deafness that you speak of suddenly a Bush exclusive, rather than a general characteristic exhibited by American governments, and in fact most governments in similar positions. See Clinton/Desert Fox, Clinton/Somalia, Carter/Embassy Iran, French/Vietnam, Reagan/Beirut, and so on.
