I think Rumsfeld would be Simons, an ugly dude with zero charisma given to tellingly callous statements who's proven himself to be politically untouchable. (remember when there was an uproar in congress to have him removed because of the Iraq fiasco that sorta... disappeared?) Bush would still be the puppet president, Condi and the rest of the cabinet the MJ12 lieutenants. Paige would probably be Rupert Murdoch. And I think Cheney's killphrase would just be a well-timed "Boo!"
