Exactly. Countries cow each other all the time, and it doesn't have to be third-world secret police scary stuff. No one is better at cowing than the US because as you mentioned, it's wealthier, the only super power, etc.

I thought "cowing" meant "threatening harm", as in, millitary action. Like what we're doing to Iraq and what we don't do to our allies.
No. To "cow" means to intimidate. The US is slightly intimidating on like, every front. Not just trade, though that was my one example. Military action is only at the extreme end of the scale that begins with "We would prefer country X did not take that route..."
