I can't remember where I saw this, but apparently the reason those rockets are so heavily anodized, even beyond the level the US uses (the point Powell made implying they were for nuke makin'), is that the Iraqis had extremely serious problems with rust. So a way-too anodized shipment doesn't necessarily mean they're for nukes; they're just overcompensating.
