The difference being that was quite clearly an exception to an otherwise aggressive foreign policy (ie a tactical decision based on the immediate circumstances) that was recognized as such by the international community, as opposed to a policy based around appeasement and negotiation with parties that had no intention of holding their end of the bargain. The fact was there was no justification for the continued American military presence with no coherent mandate in that particular area, something that should have been obvious when it was first set up...and not by Ronald Reagan.

Either way, your caveat does not in any way point to an error in my argument for strong foreign policy, but rather to the fact that no political leader is perfect, and some who accomplish great things are far from that (Nixon, Reagan, etc).
