Read the fucking article, jackass. It was at the very least a multilateral decision, but definitely not Bush's. I am certain had the tax package been passed in its original form the senate could have kept all of its state welfare without penalizing anyone. Either way, the focus of the tax bill is economic revitalization, not fucking charity. The lowest income bracket already pays disproportionately less taxes than the others; to reward them for having children is a fairly absurd concept in its essence anyway.
